No, you need to use CyberLink's PowerDVD Ultra.
There aren't any standalone E-AC3/Dolby Digital Plus decoders/filters/codecs available at the moment.

i try this CyberLink PowerDVD 7.3 can't play this movie !

at all

your codec can give me a picture

not sound .

Check that you have the "Ultra" version of PowerDVD, other versions do not support Dolby Digital Plus http://www.cyberlink.com/multi/products/compare_112_ENU.html
