Hi, I have recently found this codec pack browsing the internet.

I can see that this pack includes some codecs that usually don't come included in other packs, as Cyberlink or Intervideo codecs.

Since I have not installed PowerDVD or WinDVD on my system, I have doubts about the legality of using those codecs without having a license of the programs mentioned.

So, if you could give me some legal information about that, or simply a link that explains those things, I would be very grateful.

The decoders don't feature the same functionality or compatibility as you would experience from the players themselves.
The decoders are often featured as re-distributed components with TV cards, capture cards and also hardware MPEG2 decoders.
If you wish to use the full functionality of them you would have to buy the players from the respective companies.
I recommend buying the players to allow the developers to continue their work even if you only intend to use the decoders.
